Actually the camera in iPhone 5 is superb. Just look up some objective review articles that compare the image quality of iPhone 5 to previous generations of iPhone and other cameras. The blue flare artifact occurs in iPhone 4S as well but at a slightly different angle than iPhone 5. This is because the angle at which it occurs depends on the internal structure of the camera. I've owned every single model of iPhone ever made. With my iPhone 5, I can confidently say that when im walking on the street, the camera on my phone is capable of taking better pictures than 98% of the phones other people are carrying. Only the Nokia 808 PureView is able to take dramatically better picture. But then again that thing is a 41 mega pixel monster but overall a terrible smartphone.
